Victoria was born on January 22, 1944, to John and Rhodia Weaver in the town of Stuckey, South Carolina.
She attended Battery Park Elementary School and graduated from Chavis High School, Hemingway, South Carolina.
Victoria worked at Tupperware Company, Hemingway South Carolina. She also worked at Ms. T. Day Care Center as an early childhood educator. Her final position was as an early childhood educator at the Rainbow Day Care Center owned and operated by her good friend Ms. Linda Bell. She worked there until March 2022, when she first became ill.
Victoria was preceded in death by her twin brother Victor, as well as her brothers and sisters Evan, Ulysses, Will, Benjamin, Theron, Stella, Alphea, Annie, Ethel, Bertha Mae, and Maybell.
She leaves behind her sister Shirley Wilson, her devoted friend Eddie (Skinny) Cole and a host of nephews, nieces, cousins, and friends.
